O2 has confirmed it's switching on 24 new small cells across Westminster, one of the busiest, most visited boroughs in the country, to give mobile capacity a proper boost exactly where it's needed.
What's Actually Being Installed
Small cells are compact mobile units, small enough to sit on existing street furniture like lamp posts, that quietly add extra network capacity at street level. Westminster's 24 new units have gone into high-demand spots across the borough, and the aim is simple, make it noticeably easier to make calls, send messages and use mobile data in the parts of the city where thousands of phones are competing for signal at the same time. Residents, businesses, commuters, tourists and visitors should all feel the benefit.
Why Small Cells, And Why Here
Westminster is a genuinely tricky place to build mobile infrastructure. Conservation protections and tight planning controls, entirely reasonable given the borough is home to some of the country's most recognisable streets and buildings, make large new masts difficult to squeeze in. Small cells sidestep that problem neatly, because they clip onto infrastructure that's already there, they add targeted capacity without a single new mast appearing on the skyline. For a borough that combines a huge resident population with constant tourist and commuter footfall, that's a genuinely elegant fix.

This isn't a one-off. O2 already runs the largest small cells network of any UK mobile operator, with more than 2,500 sites live nationwide, from Bath and Plymouth to Bristol, Swansea and Guildford, and Westminster is simply the latest addition. It's part of the operator's £700 million Mobile Transformation Plan for the year, and it fits a pattern we've seen O2 repeat elsewhere, deploying similar small-antenna technology to add targeted capacity trackside for rail passengers on the Brighton Main Line, and to keep half a million race fans connected at Silverstone during the British Grand Prix. “Westminster is one of the busiest places in the country, so it is no surprise that mobile demand is extremely high. These small cells are a simple but effective way to add extra capacity exactly where people need it, helping customers stay connected on some of the capital's busiest streets. This is about making sure the network keeps pace with how people use their phones every day, and is exactly the kind of targeted upgrade our £700 million Mobile Transformation Plan is designed to deliver.”
Good News for the Wider City Too
Westminster's upgrade lands at a good moment for London connectivity generally. Transport for London, working with EE, Vodafone, Three and Virgin Media O2, has already brought 4G and 5G to roughly 60% of Underground stations, with the whole network on track for full coverage by the end of 2026, covered in more detail in our piece on the London Underground coverage expansion. Add O2's above-ground small cells push into the mix and the direction of travel across the capital is clearly upward. It's also a reminder that O2's investment isn't just about dense city streets: the same network recently proved its worth in the opposite kind of setting, helping firefighters stay connected during a wildfire response in rural Derbyshire using satellite technology. Whether the challenge is too many people in one place or not enough infrastructure at all, the pattern is the same, capacity, wherever it's actually needed.
